Mr. George joined Remy Moose Manley LLP in 2016 as an associate and became partner in 2022.
Mr. George’s practice focuses on land use and environmental law, handling all phases of the land use entitlement and permitting processes, including administrative decision-making and litigation. His practice includes the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the State Planning and Zoning Law, as well as administrative and municipal law, including compliance with the Ralph M. Brown Act.
During law school, he served as a Board Member for the Journal of International Law and Policy and the Environmental Council of Sacramento. Prior to joining Remy Moose Manley LLP, he worked as an associate at David Allen & Associates and clerked for the California EPA Air Resources Board, the Office of the Attorney General (Public Rights Division), and the Placer County District Attorney’s Office (Public Integrity Unit). He teaches CEQA courses and seminars for the Association of Environmental Professionals, CLE International, and the California CEB program.
Brian Boxer has more than 40 years of experience in urban and environmental planning across Northern California.
He has successfully directed and managed many urban and environmental planning projects involving new land development, urban infill, major sports and entertainment venues, institutional plans, and large-scale urban and regional plans and policies. He is a noted expert in CEQA and in the strategic design of CEQA documents to facilitate project planning and design to meet legal requirements.
He received a BA in History from UC Santa Barbara and a Master of Public Affairs and Urban and Regional Planning from Princeton University.
Rich Walter has 33 years of experience in environmental planning, compliance strategy, and mitigation development.
He has led ICF’s Climate Action Planning practice since 2006, developing municipal and community climate action plans, GHG inventories, general plan policies, cost-benefit analyses of emission reduction strategies, and sea level rise adaptation studies. He’s managed large NEPA and CEQA analyses across California and the U.S., complying with NEPA, CEQA, ESAs, NHPA, the Clean Air and Water Acts, Coastal Acts, and other mandates.
Rich is also a key author of white papers on climate action planning for AEP and CAPCOA.
Alex Jewell has 30 years of experience managing environmental documents for public and private projects.
He manages multidisciplinary teams, CEQA strategy, and the preparation and review of environmental documents for industrial, commercial, residential, transportation, and public infrastructure projects throughout California. Based in Sacramento, his greatest athletic achievement may have been successfully completing a pond skim to close out this year’s ski season.
Luci Hise-Fisher has over 30 years of experience guiding complex CEQA and NEPA projects.
She managed the 15,000-page Gregory Canyon Landfill EIR, recirculated Revised Draft EIR, and Addendum under intense litigation. She also led the EIR for Mattel’s Campus Specific Plan in El Segundo, addressing legal comments and preparing a Recirculated Partial Draft EIR to resolve traffic and health-risk concerns.
Her early career in public and private sector planning sharpens her land-use insights and rigorous CEQA evaluations.
Chris Mundhenk has 20+ years of experience preparing environmental documentation statewide.
He has worked from San Diego to Arcata for private and public clients, including UC and CSU systems. His current record for an EIR process is 6.5 months from start to finish, though he’s not looking to break that record soon.
Suzanne McFerran has 18 years of experience in environmental science and management throughout California.
She leads multi-disciplinary teams on General Plan Updates, Specific Plans, infill and greenfield development, renewable energy, linear energy transmission, transportation, and infrastructure improvements. Her work includes associated technical studies and CEQA documentation for diverse project types.
Michele Mattei is Ascent’s Production Manager and Accessibility Lead with over 18 years of experience.
Her expertise covers CEQA/NEPA technical documents (EIRs, EISs, IS/MNDs), master plans, specific plans, resource management plans, and Caltrans materials. She ensures compliance with standards for BAs/BREs, NOPs, NOAs, and accessibility requirements.
